Quick Implementation of Photovoltaic Strategy Urged by Consumer Advocates

Consumer advocates: Government should implement photovoltaic strategy quickly

The Federation of German Consumer Organizations (vzbv) supports the photovoltaic strategy presented by the federal government, particularly the reduction of bureaucracy for tenant electricity and plug-in solar. The strategy would allow more people who do not live in their own houses to participate in the energy transition. However, the vzbv believes that the strategy needs improvement, such as retaining the voluntary tenant electricity contract and introducing the model of communal building supply.

The Federal Ministry of Economics aims to expand open space systems, simplify regulations on tenant electricity and communal building supply, and encourage the installation of photovoltaics on roofs. The vzbv suggests treating operators of photovoltaic systems as if they were feeding all of the power generated by the system into the grid and ensuring that the electricity provided within the house is significantly cheaper than residual electricity.

The previous double reporting for plug-in solar devices should be reduced to only one registration with the market master data register. The vzbv welcomes the proposal to include plug-in solar devices in the catalog of privileged measures in the WEG/BGB to reduce obstacles such as obtaining the homeowners’ association’s agreement.

The vzbv also calls for the inclusion of energy sharing in the PV strategy to allow citizens to organize into renewable energy communities and produce, consume, store and sell energy. Digitization could simplify the balancing of tenant electricity through virtual totalizers.
