Municipal IT service providers: management cloud must be open source

The federal working group of municipal IT service providers, Vitako, has emphasized the importance of the German administration cloud being based on open source solutions and hosted by operators within the EU. In a position paper, the group argues against data outflow from the EU to non-European third countries and emphasizes the need for data and application portability. Additionally, certifications and regulations should be implemented at the European level. Vitako suggests reducing dependence on large cloud providers such as Amazon, Google, Microsoft, and Alibaba, and highlights the geopolitical risks associated with international trade relations. The group advocates for the implementation of a sovereign German administration cloud to enhance the German and European digital economy and promote the use of free software. The benefits of open solutions for cloud infrastructure services and solutions in Germany and Europe are highlighted as an alternative to relying on hyperscalers. The Center for Digital Sovereignty (Zendis) should be responsible for awarding collaborative open source solutions, and a common development platform is needed to attract software developers to the management cloud. The report also cites examples of EU countries that have already adopted free software in their administration, such as the Czech Republic, France, and Spain. The Green Party plans to prioritize open source in procurement law in collaboration with the Federal Ministry of Economics.
