The world’s largest manufacturer of lithography systems, ASML, will face stricter export regulations starting September 1, 2023. These new regulations apply to dual-use semiconductor goods, which can be used for both civil and military purposes. While the Dutch government did not explicitly mention it, the focus is primarily on China. This move comes after years of pressure from the USA and is justified by national security concerns. ASML is the only supplier of lithography systems using extreme ultraviolet (EUV) exposure technology, which has been necessary for chip production since the 5-nanometer generation. The new export restrictions also include lithography systems using deep ultraviolet light (DUV). However, ASML will still be able to sell older DUV systems to China. The Dutch Ministry of Foreign Affairs stated that machines with a resolution of 45 nm and below are affected by the regulation. ASML confirmed that the Twinscan NXT:2000i and all newer lithography systems will be impacted by the regulations. However, ASML’s current production backlog and the anticipation of stricter legislation have mitigated the effect on the company’s overall turnover. Exemptions may still be possible with export licenses in the future.
