Live Coverage of the February 2024 Paris Council Meeting

The Paris City Council is meeting from Tuesday, February 6 to Friday, February 9. The agenda includes debates on granting honorary citizenship to hostages held by Hamas, the closure of classes in public schools, a experimental safeguard perimeter for cultural businesses in the Latin Quarter, support for associations fighting against extreme social exclusion, and the opening of a BNF garden on Rue Richelieu (2nd). The Paris City Council meeting will be broadcast live on Tuesday, February 6, from 9 am. The agenda for the meeting is as follows:

Tuesday, February 6

Wednesday, February 7
– 9 am: examination of draft resolutions.
– 9:30 am – 10:30 am: debate organized around the wish of the Parisian Council of Associations regarding the implementation of the republican engagement contract by the City of Paris.
– 10:30 am – 2:30 pm: meeting suspended due to national tribute to French victims of the Hamas attack on Israel on October 7 at Les Invalides.
– 2:30 pm – 3:50 pm: current affairs questions.
– 3:50 pm – 4:45 pm: resolution proposed by the Communist and Citizen Group “Paris resists and reaffirms its values of hospitality and solidarity against guilty compromises.”

Thursday, February 8
Examination by the 7th Commission of the resolution requesting the granting of honorary citizenship to Hamas hostages.
– 10 am – 11:45 am: debate on the local mobility plan in Paris.
– 3 pm – 4 pm: debate around the presentation of the report from the Generations Future Council “Paris, a laboratory to measure happiness – quality of life, culture, social ties, and emancipation: to qualify and measure happiness in Paris.”
– The examination of draft resolutions will continue after these debates.

Friday, February 9
The city of Paris voted to grant two subsidies of 100,000 euros each to the Magen David Adom, the Israeli branch of the international Red Cross, and to the association Acted, active in the Gaza Strip (Palestinian territories). At this meeting, it is proposed to grant honorary citizenship to the hostages held by Hamas. On Wednesday, February 7, the Paris City Council meeting will be suspended from 10:30 am to 2:30 pm, due to the national tribute to French victims of the Hamas attack on Israel on October 7 at Les Invalides.

Closure of classes in public schools and colleges in Paris
On the proposal of the municipal executive, the City Council of Paris expresses the wish that ministerial allocations to the Paris Academy for the 2024-2025 school year allow for the cancellation of job cuts, and therefore closures of classes (or divisions) in public schools and colleges, in order to reduce the average number of students per class and guarantee all students the conditions for success.

Experimentation with a safeguard perimeter for cultural businesses in the Latin Quarter
In December 2022, the City Council of Paris approved the Paris Plan for Trade and a program of actions to safeguard the diversity of Parisian commercial and artisanal offerings. This follows years of initiatives and operations such as Vital Area 1, Vital Area 2, CRAC Paris Commerces, the creation of the GIE Paris Commerces, and most recently, in the context of the PLUb development, strengthening of commercial protections and the creation of a specific protection for Parisian cultural businesses.

Support for associations fighting against extreme social exclusion
One of the effective programs for helping people who are far from finding employment is the Premières Heures Program (DPH). Launched in Paris in 2010, it has spread throughout France. In 2024, it is proposed to retain 18 organizations to operate the Premières Heures Program. All projects retained in 2023 will be renewed.

Actions for women in extreme social exclusion
The City of Paris has developed and supported specific programs in recent years to help women in need. This includes comprehensive support, accommodation and meeting basic needs. Additionally, the city supports structures that help women who are victims of domestic or family violence, through access to secure accommodation and reintegration programs.

Support for projects in connection with urban policy
Each year, a joint call for projects is launched to support actions by associations that contribute to the goals of the Urban Contract. In 2023, more than 5 million euros from various city departments were voted to support nearly 1,200 association projects in low-income neighborhoods. Today, it is proposed to vote for grants for several associations.
