The announcement had sparked strong opposition. The Council of State removes doubts about the legality of requisitions, contested by a union, of Crous Paris student accommodations for the 2024 Olympics, in order to accommodate event staff, in a decision made on Friday, December 29th. In late August, the Paris administrative court suspended on an interim basis the Crous decision to limit the occupancy leases of student accommodations for the Paris 2024 Olympics to June 30th.
Justice sought after an email sent in May 2023 to students
Based on an email sent by the Crous to students in May 2023, the Solidaires union had initiated legal proceedings against the requisition of 3,000 Crous accommodations to house the staff (security forces, medical personnel, rescuers, security agents) of the event during the summer of 2024. In response to an appeal by Crous Paris, the Council of State ruled on Friday that there was no need to decide.
The highest administrative court considers that the object of the dispute, namely the email sent to the students, is no longer effective since the admission campaign for university residence for the 2023/2024 academic year stipulates the end of leases on June 30th and a decision by the board of Crous Paris dated November 6th.
More than 2,000 students relocated
This ensures “the renewal of the right of occupation for students occupying a residence that will be made available to government personnel participating in the organization and smooth running” of the Olympics and “will grant them various aids to cope with the consequences of changing their housing and university residence,” the Council of State emphasizes. It also reminds that Crous is legally entitled to offer leases of less than a year to students and to rent these premises to the state “to house mobilized personnel” during the Olympics and Paralympic games in Paris.
More than 2,000 students benefiting from Crous are to be relocated. Students whose Crous accommodations will be requisitioned during the Paris Olympics will also receive a “100 euros” indemnity and “two tickets” to attend “Olympic events.”
